Korean National Police Agency Commander to Spend 1 Year Secondment With LASD


As a proponent of police diplomacy, Sheriff Baca encourages law enforcement from all over the world to cross-train, thereby sharing resources, ideas and experiences in an effort to enhance public safety.

Commander Kyung Min Park of the Korean National Police Agency participated in a very successful yearlong Secondment Program with the Los Angeles County Sheriff's Department (LASD).

The Secondment, or prolonged work-study program, was the first of its kind for the LASD. During his time with the Department, Commander Park met with Detective Division, Field Operations, Homeland Security Division, Correctional Services and Custody Operations, Leadership and Training, Scientific Services Bureau, Technical Services Division, and Sheriff's Headquarters Bureau. Though the costs associated with Commander Park's travel and housing were covered by the Korean National Police Agency, many Department members and representatives of LASD Korean-American Advisory Councils volunteered to assist Commander Park and share their areas of expertise with the Commander. To assist with the Commander's comprehension of technical policing terms, Korean-speaking Department members offered their time to interpret during meetings and presentations.

This work study program between the Los Angeles County Sheriff's Department and the Korean National Police Agency is but one example of the police diplomacy that takes place on a daily basis at the LASD. By interacting with police and government officials from all over the world, the LASD better understands the diverse community it locally serves.

Sheriff's Headquarters Bureau Captain Mike Parker and the International Liaison Unit still maintain contact with Commander Park via e-mail. They were pleased to learn that was recently promoted to Deputy Commissioner of the Gwangju Metropolitan Police Agency, South Korea.
