Consular Outreach Conference with 29 Countries - Los Angeles County Sheriff's Dept. & Local, State, and Federal Agencies


The Los Angeles County Sheriff's Department (LASD) Consular Outreach Conference was held at Sheriff's Headquarters on July 11, 2013. During this constructive conference, Sheriff Lee Baca met with over 33 representatives of Consulates with jurisdiction in Los Angeles County, representing over 29 different countries. An invitation was extended to the 98 Career and Honorary Consulates in Los Angeles County, as well as 16 Consulates located outside of Los Angeles County that serve this region.

The 29 countries represented by Consular and government officials at the event were: Australia, Bangladesh, Belgium, Bolivia, Brazil, Canada, China, Costa Rica, Czech, Ecuador, Ethiopia, France, Germany, Guatemala, Guinea, Italy, Korea, Malaysia, New Zealand, Pakistan, Peru, Philippines, Poland, Romania, Russia, Spain, Taiwan, Thailand, and United Kingdom.

Between 2007 and 2011, the U.S. Census Bureau found that over 35% of the nearly 10 million residents of Los Angeles County were born in a country outside of the United States. This figure, higher than the state average for California and the U.S., is a tangible reminder of the importance of providing access and current, transparent information to the Consulates, which are the organizations serving many of these foreign-born Los Angeles County residents.

Consular representatives are responsible for offering "consular services" to their citizens or permanent residents when their citizens or permanent residents are living or traveling outside of their home country. Consular services can range from visa and passport issuance, processing legal documents, assisting their locally-incarcerated nationals, keeping their nationals informed of disaster preparedness techniques, providing aid to their citizens during and after natural disasters, and much more. They are often described as a local office of their country's Embassy.

For some new representatives, the Consular Outreach Conference was their first introduction to the Los Angeles County Sheriff's Department ( For others, it was a way to revisit the longstanding work of the LASD with the international community. All attendees were given the opportunity to discuss issues of mutual concern. Consular access to incarcerated foreign nationals and inbound foreign law enforcement/government visits were popular topics of conversation, as was understanding the structure of government locally. Sheriff Baca and his staff, including the International Liaison Unit of Sheriff's Headquarters Bureau (, answered questions about LASD issues, and guest speakers responded to issues relevant to their agencies.

Many local, state, and federal agencies made presentations about their duties and topics of interest to the conference attendees to ensure attendees had access to what information they needed the most. These included the County of Los Angeles Office of Protocol, U.S. Department of State Diplomatic Security Service, U.S. Customs and Border Protection, Transportation Security Administration, California Highway Patrol, State Bar of California, Los Angeles Police Department, and Los Angeles World Airports (LAX) Police Department.
