On August 22, 2013, Deputies Robert Tupper and Dick Bunnel, along with Sergeant Carlos Avila, from COPS Bureau's Community Development Commission (CDC) Team, provided a presentation to Anne Tolley, New Zealand Minister of Police and Corrections, Mike Bush, New Zealand Police Deputy Commissioner, and Detective Superintendent, Mike Pannett, New Zealand Police Liaison Officer. The presentation involved efforts to manage criminal street gangs with specific focus on progressive initiatives and programs that reduce gang influence in communities and decrease youth participation in gangs, and a case study of the involving the Nueva Mara Villa housing project.
