What is Education-Based Discipline?

Education-Based Discipline (EBD) is an innovative alternative to traditional disciplinary suspensions. EBD reduces management-employee conflict and embitterment that results from withholding employees pay. Instead, offering optional behavior-focused education and training department-wide, enhances communication, character, competence and trust.

When does the option of EBD begin for all employees of the Los Angeles County Sheriff's Department (LASD)?

Education-Based Discipline was fully implemented throughout the Los Angeles County Sheriff's Department on May 1, 2009.

Where can I get more (LASD) information in writing about EBD?

The former LASD Guidelines for Discipline has been revised to become the LASD Guidelines for Discipline and Education-Based Alternatives. It is published on the LASD Intranet webpages only. Contact the Education-Based Discipline unit at EBD@lasd.org or (562) 946-7006 for further information.

When will LASD employees hear more about EBD?

Dozens of presentations have already been made to LASD supervisors, union representatives, independent oversight and line personnel. Most of the opportunities to register to attend have been made by email. Open opportunties to attend Education-Based Discipline and the Lieutenants Interactive Forum for Education (LIFE) Demonstration and information seminars are posted on the Events page of the EBD website. More will be added in the near future.

When can other police agencies hear more about EBD

What is the LIFE Course?

The LIFE (Lieutenants Interactive Forum for Education) decision-making class is the foundational course for EBD. Each and every employee, who participates in EBD, regardless of the number of suspension days, shall attend th 8-hour LIFE class as a component of EBD.

Will participation in EBD be on-duty or off-duty?

On-duty.

Does EBD apply to all LASD personnel?

Yes. EBD applies to all sworn personnel, professional staff and reserve deputies.

Is any other police/sheriff department utilizing a formalized Education-Based Discipline Program?

The EBD Unit is assisting other agencies on how to implement a similar program.  The EBD Unit can provide training to outside agencies to help devise a plan that will fit their agency needs.

What if I accept EBD, then change my mind?

EBD is an option to disciplinary suspensions. Your rights are preserved while you choose between suspension of pay or EBD. You have the right to seek representation to assist in reviewing your case and/or your EBD options. You have ten (10) business days from when EBD is formally offered to provide a decision on the alternative EBD options or to file a grievance in accordance with the MOU.

If within the first ten days of being formally offered EBD you accept it, then decide you do not want it, you can change your mind and decline it. If it is still within the ten days you can file a grievance if you choose to. If it is after the ten days, you can either choose to complete the full EBD agreement or serve the suspension days without pay.
