Parks Bureau's & ICE Detain Man Living in a San Dimas Trailer Park wanted for rape of a child in 1974







On Monday, October 28, 2013, members of the Los Angeles County Sheriff's Parks Bureau and Immigration and Customs Enforcement (ICE) descended upon the East Shore Recreational Vehicle Park (1440 Camper View Road, San Dimas) where they arrested Raymond Douglas MacLeod. The 71 year old fled Canada in 1980 and has been living in the United States illegally using a deceased person's social security number.

In January of this year, Parks Bureau Deputy Dan Whitten came upon some information about Raymond MacLeod. In 1974, Mr. MacLeod was arrested in Canada by the Royal Canadian Mounted Police (RCMP) for the rape of a 5 year-old who suffered with Cerebral Palsy. While on bail during the trial, Raymond MacLeod attempted to flee from Canada on two separate occasions to the United States, but was stopped. He was tried, and in four days was acquitted due to an error made by the Judge. The Crown applied for an appeal and in January of 1980, the Court of Appeal ordered a new trial. Mr. MacLeod was aware of the pending appeal but never attended the hearings. Due to the seriousness of the crime, the Court of Appeal continued with the appeal hearings without MacLeod's presence. MacLeod was ultimately found to have fled Canada, and a warrant was issued for his arrest by the RCMP.

Deputy Whitten contacted the RCMP who immediately started the extradition process but said that it would take a long time. Subsequent research that led Deputy Whitten to believe Mr. MacLeod was in this country illegally, and due to the seriousness of the crime he was accused of, Deputy Whitten contacted ICE and the United States Marshal's Office. Following a ten month investigation, ICE confirmed Mr. Macleod's Canadian Citizenship which led to his detention and pending deportation.

During Mr. MacLeod's detention, he was found to be in possession of two firearms. Due to his Felony Convictions while residing in the United States, he will be charged with being a Convicted Felon in Possession of a Firearm.
