The Exemplary Service Award is presented to employees who merit Department recognition for work effort that exhibits an unparalleled degree of individual initiative resulting in notable achievement in the one or more of the following areas: Contribution to Organizational Efficiency, Technical Innovation, Devotion to an Organizational Mission or Duty, Improved Personal Safety, or the Enhancement of Departmental Image.
Mr. Horan, assigned to Pico Rivera Station, is being recognized for his innovation and forethought in creating the "Jail Quick Reference Guide," which provides station personnel who lack knowledge of jail operations with a reference for basic jail management and welfare of the prisoner population.
Mr. Horan demonstrated a strong ability to identify, analyze and solve problems with the creation of this guide. It provides instructions on handling a prisoner from the time of their booking to release or transportation to court during the absence of a custody assistant on any given shift. The guide has also allowed the station to save on overtime expenditures during custody assistant vacancies.
During a recent jail inspection by a representative from the California Correction Standard Authority, she commented that the Jail Quick Reference Guide was outstanding and requested that it be adapted and made available at all Sheriff Stations.
Mr. Horan's hard work and dedication to this project resulted in a substantial cost saving for our Department and improved the efficiency of our jail operations.
