The Jail Enterprises Unit (JEU) oversees vocational shops spread over several separate jail facilities. It features workforce training with a practical aspect: Credentialed instructors train the students while the products they manufacture are sold to Los Angeles County departments and employees, thus generating revenue for the Inmate Welfare Commission to support the entire scope of inmate programs.
The NCCF Print, Sewing and Digital Sign Vocational Shops are cooperative programs run in conjunction with LA Works. There are 5 LA Works school teachers assigned to the 3 programs. They work alongside civilian and sworn department personnel to train up to 200 assigned inmates at a time as they produce the many necessary items used by the Sheriff's Department and other County Departments.
The shops offer several benefits to both inmates and the department. Inmates in these vocational programs are housed together and receive hands-on training in the various specialties training that can lead to school issued certificates for each module they complete.
The individual jobs they complete during training are in-house jobs required to be performed to meet existing needs within the county, resulting in cost savings for the department.
The Print Shop trains inmates while producing forms, manuals, booklets, books, flyers, brochures, tickets, and printed envelopes.
Educating and training inmates in the craft of sign-making, the Sign Shop fabricates vinyl printed signs and banners, engraved signs and awards, and vehicle graphics for the Department.
The Sewing Shop trains up to 100 inmates at a time as it manufactures inmate clothing and bedding, gowns, inmate bags and various special projects. Students assigned to these vocational programs traditionally experience less discipline-related issues than those inmates assigned to general population dorms.
