EBI Is Up With The Incarcerated Parents Project

The Incarcerated Parents Project (IPP) was founded January 2010. The primary goal of the IPP is to help incarcerated parents develop and maintain positive relationships with their children during and after incarceration. The IPP is collaboration between:

Friends Outside in Los Angles, Inc., a private non-profit organization which provides services to men and women incarcerated in Los Angeles County jails.

Los Angeles County Department of Children and Family Services (DCFS)

Los Angeles County Sheriff's Department (LASD)

An onsite Friends Outside case manager and a full time DCFS liaison provide services to incarcerated parents providing opportunities for improved contact between parent and child. The case managers assist in directing inmates toward available programs and services necessary for reunification.

The IPP case managers play a vital role in creating an open line of communication between inmates and the Los Angeles Children's Courts System. By providing inmates with necessary court information the inmates are able to continue moving smoothly toward family reunification.

Inmates enrolled in the IPP program also receive assistance in visiting transportation for their children. The IPP case managers pick up and transport enrolled children. They then escort the children into visiting areas at both Century Regional Detention Facility (CRDF) and Twin Towers Custody Facility (TTCF). The case managers are present and monitor non-contact visits between eligible parents and children.

The strong collaboration between Friends Outside, DCFS and LASD encourages inmates to actively participate in establishing a DCFS case plan. The likelihood of future abuse and neglect is decreased when families engage together in creating a case plan.
